90th Radio Club Dominicano


90 ANIVERSARIO DEL RCD


Para celebrar el 90 aniversario de la Radio Club Dominicano (RCD), sociedad miembro de IARU, estaremos operando HI8RCD entre el 12 de junio y 12 de Julio de 2016.

Un certificado digital estará disponible para cada estación que comunique 2 veces en 2 días diferentes de la estación de RCD.

Vamos a estar activo en las bandas de 10m 15m 20m 80m 40m, todos los modos.

To celebrate the 90th anniversary of the Radio Club Dominicano  (RCD) , IARU member-society, we are going to operate HI8RCD  between June 12 and July 12, 2016.
A Digital award certificate will be available to each station who  contact  2 times in 2  different days the RCD station.
We going  be active on the bands  80, 40, 20, 15 and 10 meters, all modes.

60 Mt on Spanish - URE



The Spanish society URE, after several meetings with the national regulator, is pleased to announce the renewal of the temporary authorization for the 60 metre band, within the range 
of 5351.5 to 5366.5 kHz. 
This permit is valid until the end of 2016. Power is limited to 15 watts EiRP.

Our next task is to fight for that allocation on a secondary basis to be granted for the Spanish amateur radio service in 2017.

News Ham 60 Mt - IARU R1


During todays (November 18th) afternoon plenary session of WRC-15 in Geneva a new amateur service allocation at 5 MHz was approved.   Although only a small allocation of 15 kHz between 5351.5 - 5366.5 kHz was eventually agreed it is the first new allocation at HF since the WARC of 1979.   After intense pressure from the Fixed service primary user, power limits have been set at 15 Watts eirp in Regions 1 and 3, 20 Watts eirp in Mexico and 25 Watts eirp in Central America, South America and most of the Caribbean area.

Region 1 Member Societies not having an allocation under Article 4.4 of the Radio Regulations are urged to contact their administration to have this narrow segment included in their licence, although the new Radio Regulations will not come into force until the 1st January 2017.

IARU R1 - Progess of Secondary Allocation for Amateur Radio at 60 Meters

The World Radiocommunication Conference 2015 (WRC15) is currently underway in Geneva.  The WRC started 2 November and will conclude 27 November.  Consensus has developed around a new 15 kHz-wide global secondary 60 meter Amateur Radio allocation at 5351.5-5366.5 kHz.  Last week, Conference Working Group 4B agreed to the global secondary allocation, with power limits designed to protect primary services from harmful interference. The current compromise within WG4B making the allocation possible has also cleared Committee 4 but must clear one more level at the conference. The issue is not final until it does.

“While this is a positive step to a worldwide secondary amateur allocation at 5 MHz it is not yet final until it has been approved by the Conference Plenary” noted Tim Ellam VE6SH, President of the IARU.  Ellam, who attended the first part of the Conference added “The 15 kHz allocation on a secondary basis is the result of significant compromise by a number of stakeholders in this portion of the spectrum. It will provide the opportunity for access to 60m for countries that do not presently have a domestic allocation.”

At the beginning of the WRC, a number of administrations and the regional telecommunications organization (RTO) representing Russia and 10 of its neighboring countries (RCC) were strongly and actively opposed to the new amateur allocation. After more than a dozen sub working group meetings, it became clear that the widest achievable allocation was 15 kHz and that a power limit in the neighborhood of 15 W effective isotropic radiated power (EIRP) would have to be part of the package.

“It took all the effort and resources of the entire IARU-team to ensure this 15 kHz compromise and to persuade some administrations to abandon their no-allocation position,” said IARU Vice President Ole Garpestad LA2RR.

In other WRC-15 developments, a possible agenda item at the next WRC for an amateur allocation at 50 MHz in Region 1 cleared its first hurdle. A proposed agenda item to align the 160 meter allocation in Region 1 with the rest of the world was not likely to be accepted, however.

The International Amateur Radio Union WRC Team is headed by IARU President Tim Ellam VE6SH and Vice President Ole Garpestad LA2RR.  In addition, the following amateurs were a part of the IARU WRC Team: Reinaldo Leandro YV5AM, President of IARU Region 2 and Faisal Al-Ajmi 9K2RR, Vice President of IARU Region 1.

A number of other amateurs were part of the IARU WRC Team while serving on a national delegation:  Colin Thomas G3PSM, Hans Blondeel Timmerman PB2T, Ken Yamamoto JA1CJP, Bryan Rawlings VE3QN, Tafa Diop 6W1KI, Don Wallace ZL2TLL, Dale Hughes VK1DSH, Flávio Archangelo PY2ZX, Ulrich Mueller DK4VW, Brennan Price N4QX and Jon Siverling WB3ERA.

IARU hosted a small reception at the WRC on November 10 which was attended by a number of delegations and ITU senior leadership including ITU Secretary General H Zao.  Attending the reception and participating in part of the WRC were IARU Region 1 President Don Beattie G3BJ and Dave Sumner K1ZZ.  Sumner attended on behalf of the IARU International Secretariat.

IARU made arrangements for an emergency communications trailer to be on site during the first part of the Conference. IARU International Coordinator for Emergency Communications Hans Zimmerman HB9AQS/F5VKP worked with IARU member society DARC and NOTFUNK Deutschland to provide for a communications trailer and antenna system that showcased amateur radio emergency communications abilities and was located in a high traffic area at the Conference facilities. Zimmerman was on site to explain the use of amateur radio to delegates.

The IARU team continues to follow a number of agenda items which may impact the amateur services especially a possible WRC-19 agenda item for an allocation to accommodate small non-amateur, non-geostationary satellites.

CEPT - MODIFICATION OF CEPT’S EUROPEAN COMMON ALLOCATION TABLE

MODIFICATION OF CEPT’S EUROPEAN COMMON ALLOCATION TABLE (ECA)


Last year IARU-R1 sought your help to obtain a secondary allocation to the amateur service in the ECA within the range 69.9 – 70.5 MHz. As previously reported this was approved in principle at working group level within CEPT. We are now entering the final phase in the approval process for the 2015 version of the ECA, the Public Consultation (PC) process.
In addition to the 70 MHz initiative, together with CEPT’s permanent office, the European Communications Office (ECO) in Copenhagen, a review of all allocations to the amateur and amateur-satellite services has been conducted. As a result a number of changes have been made to more accurately reflect amateur activities throughout the spectrum. You will appreciate that the ECA is a large and complicated document and it is not surprising that there remain a few points that should be raised in the PC process. In addition there are several countries that continue to raise difficulties in respect of the 70 MHz decision.
IARU-R1 and IARU-R1 member societies from CEPT countries therefore need to take part in the 2015 ECA CEPT PC exercise and to help in this regard a response to the consultation has been prepared, which you will find as an annex to this note. The annex is prepared in the form of a response from the IRTS, the Irish member society. Other member societies should modify the text highlighted in yellow accordingly.
In order to familiarise yourself with the PC process please refer to:
http://cept.org/ecc/tools-and-services/ecc-consultation. From this page you may also download the ECA version under consideration - Draft Revised ERC Report 25 for PC.
IARU-R1 suggests that three comments should be made:
·         Include a general statement supporting the ECA revision and in particular the addition of a secondary allocation to the amateur service in 69.9 – 70.5 MHz,
·         Request a secondary allocation to the amateur service in 1 850 – 2 000 kHz[1] and
·         Introduce some consequential modifications in the band 430 – 440 MHz
It is necessary to submit all responses to the PC process not later than 30 April 2015. The annex suitably amended should be sent as an email attachment to thomas.weber@eco.cept.org with a copy to IARU-R1.
[1] We recognise that 18 CEPT administrations have already notified CEPT that they have an amateur allocation in the 1 850 – 2 000 kHz band. In a similar manner to the 70 MHz initiative IARU-R1 wishes to ensure that MS in all 48 CEPT countries have a possibility of using this band, subject to the approval of their national licensing authority.


L'anno scorso IARU-R1 ha cercato il vostro aiuto per ottenere una allocazione secondaria al servizio amatoriale nella ECA nel range 69,9-70,5 MHz. Come precedentemente segnalato questo è stato approvato in linea di principio, a livello di gruppo all'interno CEPT. Ora stiamo entrando nella fase finale del processo di approvazione per la versione 2015 della Corte dei conti, il processo di consultazione pubblica (PC).
Oltre all'iniziativa 70 MHz, con sede permanente della CEPT, l'Ufficio europeo delle comunicazioni (ECO) a Copenaghen, una revisione di tutte le assegnazioni ai servizi amatoriali e dilettanti-satellite è stato condotto. Di conseguenza sono state apportate una serie di modifiche per riflettere più accuratamente le attività amatoriali in tutto lo spettro. Vi renderete conto che la Corte dei conti è un documento ampio e complicato e non è sorprendente che ci restano alcuni punti che dovrebbero essere sollevate nel processo di PC. In aggiunta ci sono diversi paesi che continuano a causare difficoltà per quanto riguarda la decisione di 70 MHz.
Società membre IARU-R1 e IARU-R1 da paesi CEPT devono pertanto prendere parte al 2015 nell'esercizio PC ECA CEPT e di aiutare in questo senso una risposta alla consultazione è stato preparato, che si trova in allegato alla presente nota. L'allegato è preparato in forma di una risposta dal IRTS, società membro irlandese. Altre società membri dovrebbero modificare il testo evidenziato in giallo di conseguenza.

IARU-R1 suggerisce tre osservazioni dovrebbero essere:

• Richiesta allocazione secondaria al servizio amatoriale in 1 850-2 000 kHz e
• Introdurre alcune modifiche conseguenti nella banda 430-440 MHz
E 'necessario presentare tutte le risposte al processo di PC entro e non oltre il 30 aprile 2015. L'allegato opportunamente modificata dovrebbe essere inviato come allegato e-mail a thomas.weber@eco.cept.org con una copia di IARU-R1.

[1] Riconosciamo che 18 CEPT amministrazioni hanno già notificato CEPT che hanno un allocazione dilettante nel 1 850 - 2 000 kHz di banda. In modo simile all'iniziativa 70 MHz IARU-R1 intende garantire che gli Stati membri in tutti i 48 paesi membri della CEPT hanno una possibilità di utilizzare questa band, soggetto all'approvazione delle rispettive autorità nazionali delle licenze.

World Amateur Radio Day 2015




Every April 18, radio amateurs worldwide take to the airwaves in celebration of World Amateur Radio Day. It was on that day in 1925 that the International Amateur Radio Union was formed in Paris.


Amateur Radio experimenters were the first to discover that the short wave spectrum — far from being a wasteland — could support worldwide propagation. In the rush to use these shorter wavelengths, Amateur Radio was “in grave danger of being pushed aside,” the IARU’s history has noted. Amateur Radio pioneers met in Paris in 1925 and created the IARU to support Amateur Radio worldwide.

Just two years later, at the International Radiotelegraph Conference, Amateur Radio gained the allocations still recognized today — 160, 80, 40, 20, and 10 meters.  Since its founding, the IARU has worked tirelessly to defend and expand the frequency allocations for Amateur Radio. Thanks to the support of enlightened administrations in every part of the globe, radio amateurs are now able to experiment and communicate in frequency bands strategically located throughout the radio spectrum.  From the 25 countries that formed the IARU in 1925, the IARU has grown to include 160 member-societies in three regions. IARU Region 1 includes Europe, Africa, the Middle East, and Northern Asia. Region 2 covers the Americas, and Region 3 is comprised of Australia, New Zealand, the Pacific island nations, and most of Asia. The International Telecommunication Union (ITU) has recognized the IARU as representing the interests of Amateur Radio.

Today, Amateur Radio is more popular than ever, with over 3,000,000 licensed operators!

World Amateur Radio Day is the day when IARU Member-Societies can show our capabilities to the public and enjoy global friendship with other Amateurs worldwide. 

We have provided a poster for World Amateur Radio Day 2015. Any club may download it and use it to promote WARD in their area. The poster comes in two sizes: 61cm x 91cmand a small (A4) flyer.

Groups should promote their WARD activity on social media by using the hash tag#WARD2015 on Twitter and Facebook. IARU will list all WARD activities on this page. To have your WARD activity listed, send an email to ARRL  Public Relations Manager Sean Kutzko, KX9X.

April 18 is the day for all of Amateur Radio to celebrate and tell the world about the science we can help teach, the community service we can provide and the fun we have.

La Unión de Radioaficionados Españoles (URE) ha solicitado autorización para la utilización de determinados distintivos de llamada especiales, con carácter temporal, con motivo de la celebración del 90 aniversario de la fundación de la International Amateur Radio Union (IARU).
Considerando la importancia y trascendencia de esta asociación internacional en el ámbito de la radioafición, su relevante contribución al desarrollo y divulgación de las radiocomunicaciones en general y al mundo de la radioafición en particular, la SETSI autoriza la utilización de distintivos de llamada especiales por los radioaficionados con carácter temporal y,
RESUELVE
Primero.- Autorizar desde el 1 hasta el 30 de abril de 2015, a los titulares de autorizaciones de radioaficionado la utilización de distintivos de llamada especiales, manteniendo el sufijo de su distintivo y modificando su prefijo y cifra de distrito, conforme a lo siguiente:
Prefijo:
Distintivos con prefijo EA, utilizarán el prefijo AM
Distintivos con prefijo EB, utilizarán el prefijo AN
Distintivos con prefijo EC, utilizarán el prefijo AO
Distrito: añadirán el número 90 a su cifra de distrito.
Ejemplos:

Africa All Mode International DX Contest



The objective of this all mode contest is to stimulate contesting from Africa.
All participating stations worldwide may work any country during the contest period, but QSOs with radio amateurs from Africa is encouraged as reflected in the higher points being awarded in the scoring mechanism. African DXCC entities are defined as those valid per the ARRL DXCC AF listing published at the time of the contest.
2. Date
From 12: 00 UTC on Saturday 14 March to 12: 00 UTC on Sunday 15 March 2015). Both single and multi-operator stations may operate for the entire 24 hour 24-hour period. There are no mandated breaks in operating time required.
3. Bands
160, 80, 40, 20, 15 and 10 metres, in accordance with your country and specific licensing requirements governing the portion(s) of these bands that you may use. No contest QSOs are allowed on 12, 17, 30 or 60 metres.
4. Modes
CW, RTTY and SSB. Contestants may elect to enter a single mode category (where offered – see “Entry Categories” below) or take part as a mixed-mode entrant. Mixed-mode entrants may work the same station once on each mode per band (see “Entry Categories” for more details).
5. Log Submissions and Deadlines
No paper en tries will be accepted for contest or checking purposes. Entries must be submitted in Cabrillo format only, and be received no later than 15 days after the contest – 30 March 2015 . Entries must be sent to contest@sarl.org.za
6 . Awards
Posted certificates will be awarded, printed and sent to: -
- The highest scoring entrant in each category for the contest
- The highest scoring entrant in each category per continent
- The highest scoring entrant overall (any category) per ITU zone
- The overall top Rookie score each year per continent

Electronic certificates will be awarded and emailed to:
The first and second place entrants in each category from each entity entered

7 . Results
Results will be posted on the South African Radio League website at www.sarl.org.za two months after the entry deadline.
8 . Entry Categories
For all categories, the use of spotting nets and skimmers are permitted. For all categories, there are no restrictions on the number of band or mode changes made in any given period during the contest. Contestants may only submit their log in one of the 18 categories available.

One person performs all operating and logging functions and without exception, only one transmitted signal is allowed at any given time. Mixed mode entrants may work a stat ion once per mode per band.

All Multi-op efforts must enter the mixed mode category. There is no multi-op or SO2R QRP power level. Stations may be worked once per mode per band.
In all categories, cross-mode, cross band and repeater contacts is not
allowed.

9. Categories Eligible for Rookie Awards
The rookie awards in the AMA contest aim to reward individual rather than team efforts, that efforts, which show flexibility and skill in operating procedure for recently licenses amateurs. They are available for the categories of 1.1.4 and 1.2.4. You are e ligible to mark your log submission as a rookie entry if you were licensed for the first time on, or less than two years prior to, the contest date. If you enter one of the rookie categories, you may not enter a different category in the same contest. It i s not mandatory to enter as a rookie if you qualify as such, you may also elect to enter any of the non-rookie categories.
10. Contest Exchange
The exchange is your RS(T) (not checked during the log checking process), followed by an incremental serial nu mber commencing at “001”. Changing modes or bands does not necessitate different serial number ranges, i.e. the serial number simply progresses from “001” upwards sequentially as you log QSOs in any category, for single or multi-op efforts. A complete exchange, consisting of an RS(T) and serial number, must be logged for each QSO.
1 1 . Power Levels
For the purposes of this contest, all entrants must adhere to the power levels (expressed as Peak Envelope Power, or PEP) as set out below when determining their entry category. Additionally, all entrants must adhere to their specific licensing requirements regarding permitted power and other regulations, which take precedent over the contest-define d power levels when operating in the contest.
  • QRP is defined as 5 watts PEP or less as measured at the antenna port at the transmitter, or power amplifier (if used).
  • Low power is defined as more than 5 watts PEP but not more than 100 watts PEP measured at the antenna port either at the transmitter, or power amplifier (if used).
  • High power is defined as more than 100 watts PEP but not more than 1 500 watts PEP measured at the antenna port either at the transmitter, or power amplifier (if used).
1 2 . Points, multipliers and scoring
Points
All QSOs with African entities are awarded with 10 points, points; all other QSOs are awarded 1 point.

Band multiplier
The band multiplier is determined on a band-by-band basis.
The band multiplier increments by one for every AF-DXCC entity worked, for each of the three operating modes: CW, SSB and RTTY.

Band score
Band score is simply the band points multiplied by the band multiplier. Band score = (band points) X (band multiplier)
Total score
Total score is simply the sum of all the band scores. Total score = 10 m band score + 15 m band score + 20 m band score + 40 m band score + 80 m band score + 160 m band score
12. AF Entity Definition
  • For the purposes of this contest, Africa entities are considered as per the standard ARRL DXCC AF list as published at the time/year of the contest currently taking place.
  • Ship-based and aeronautical stations only count 1 point when worked and do not count as multipliers regardless of them being in international or territorial waters during the contest period.

Note for Column 81 (transmitter number): For the MULTI-TWO category, the last column in the log indicates which transmitter made the QSO. It must be a 0 or a 1. This column is not required for other categories.
14. General
  • Conditions of Entry: Each entrant agrees to be bound by the provisions set out in this document. The decisions of the South African Radio League Contest Committee are final and binding.
  • The use of self-spotting on packet via any means is inconsistent with the spirit and intent of this contest.
  • The use of non-amateur radio means of communications (e.g. telephone or internet) for soliciting a contact during the contest period is inconsistent with the spirit and intent of this contest.
  • Where contest-preferred segments are incorporated into regional band plans, entrants must observe them.
  • Penalties and disqualifications: participants breaching the provisions as set out in this document may be subject to a points deductio n as decided by the contest committee, or in serious cases disqualification.
  • Duplicate QSOs will not attract any penalties, but will also not count for additional points.
  • All transmitters and receivers must be located within a 500-metre diameter circle, ex cluding antennas.
  • The use of remote receiving or transmitting installations outside of your own entity is prohibited.
